However, any "Hot Rate" reservations are non-changeable and non-cancellable so you will be held responsible for the full cost of these promo rate reservations. Hotwire users are also responsible for any additional cancellation fees that may be subjected to them by the hotel or airline on top of any predetermined cancellation fees posted by Hotwire.

Yes, however you will not be refunded the cost of the reservation and may be faced with cancellation fees by Hotwire as well as the hotel and/or airline.
